As sheriff’s investigators continue to question people at an apartment complex where a two-year-old boy died earlier this week, the man who cared for him when he died is now booked into the Sacramento County jail on an unrelated outstanding warrant.
The Watt Avenue apartment where 2-year-old William Philyaw died was now shut closed and quiet.
Downstairs neighbor Joseph Silva shares what his mom witnessed when she went upstairs that night to help mom Tiphanie Williams.
“Tiphanie [was] holding on to her son, splashing water in his face, and she [saw] that he was all grey and his lips were purple,” Silva said.
The toddler was left in the care of Tiphanie’s friend, identified only as “Sam,” who is now in jail.
“She grabbed him from him and she laid him on the floor and she tried to do CPR on him, and that his last breath was a throw up,” Silva said.
Detectives were back at the apartment Thursday, interviewing several tenants.
Silva said described the boy’s mother as a wonderful mom.
The coroner’s office is calling this a homicide, but by definition that means “death at the hands of another.” Philyaw is said to have died from a blunt abdominal injury.
