STOCKTON-

Residents of a Stockton apartment complex spent a long frustrating day waiting for their water to be turned back on.

Water at the Doyle Gardens complex was shut off at about 10 a.m. Monday by a plumber who was hired to repair an underground pipe.  But near the end of the business day, he walked off the job because he had not been paid.

He told FOX40, the owner of the complex has a history of not paying him, and still owed him money for previous jobs.

The plumber came back to finish the work later in the evening because, he said, the owner came up with the money.

Residents who spoke with FOX40 expressed more anger toward the owner than the plumber.

An onsite manager offered no comment, except to say the owner pays his bills.
