She was shot and killed as she left her home on Benicia Road in Vallejo the morning of Aug. 3, 2015.

Isaiah Demetius McClain, 26, of Richmond, was arrested Monday during a traffic stop on Depot Street in Vacaville. McClain, who goes by the name “Bucky,” is believed to be the shooter, detectives said.

Detectives said they think Westbrook was the unintended target in retaliation of an on-going dispute.

McClain was booked into the Solano County Jail on a murder charge and a parole violation charge and is being held without bail. He is scheduled for arraignment in the Solano Superior Court on Wednesday.

Detectives have also obtained a murder arrest warrant for a second suspect — 38 year-old Richard Edward Hill III of Vallejo. Hill goes by the street name “Perv.” Detectives think Hill drove the getaway vehicle the morning of the shooting. He should be considered armed and dangerous.

Anyone with information on the whereabouts of Hill is asked to call (707) 784-7050.
