Flaring at Valero Plant in Benicia Prompts Downwind Evacuations

BENICIA -- Flaring and black smoke at a Bay Area Valero refinery prompted police to urge people downwind to evacuate.

According to KTVU, an 18 minute power outage at the Benicia plant caused the flaring.

The power went out at 6:40 a.m., when crews were working on an electrical transmission system that feeds the plant.

The warning encouraging people downwind to evacuate or stay indoors with pets inside and windows shut was lifted around 5:30 p.m.

Highway 680 near Lake Herman was closed because of the flaring.
