Affectionate and loving, seeing her today you would never guess the less than 1-year-old puppy just had a traumatic 24 hours.

“What the Sacramento Police officers saw must have affected them greatly,” said Gina Knepp with Sacramento Animal Care Services.

Police were patrolling Del Paso Boulevard near Juliesse Avenue when they saw a man dragging the puppy down the road.

The pup’s body laid lifeless, her tongue purple and her paws bleeding from being dragged across the pavement. The pup was in such bad shape officers thought she was dead.

“She may have been dehydrated or under nourished,” said Knepp.

Police said there was a belt and shoe string tied around the puppy’s neck, which officers had to cut off.

Anthony Lopez, 26, was immediately arrested by police for malicious maiming of an animal, which is a felony.

The pup was taken to a veterinarian and handed over to Sacramento Animal Care Services.

“We will pay a visit to the jail and ask the gentleman if he will consider signing the dog to us, so we can assess her and put her up for adoption,” said Knepp.
