Tracy City Manager Fired for Not Following Policy

TRACY-

Tracy City Manager Leon Churchill was fired Wednesday after a lengthy city council meeting that lasted until 1 a.m. Wednesday.

Churchill is said to have violated what Mayor Brent Ives calls a very clear policy on compensation.

“He broke policy a couple of times and that created a lack of confidence in his ability lead,” Ives said.

Like most city managers, Churchill got a credit card for work expenses but the city claims he used that card for personal expenses like travel, food and bills.

Churchill reimbursed the city for each charge he made. In fact, the City Council said he never actually stole money from the City of Tracy.

But he did violate policy.

On page 14 of the Tracy Municipal Code Book, there’s a section on compensation that reads, “…expense allowances shall be proper charges against such funds of the city as the council shall designate.”

“The big deal was he wasn’t following policy and if we hold other policies to that standard, then he has to be held to that standard,” Ives told FOX40 Wednesday.

The council meets Wednesday night at 7 p.m. to discuss the possibility of hiring someone else. The City Manager role in Tracy pays about $200,000 a year.
