A man seen rummaging through the Broadstone Neighborhood of Folsom at 4 a.m. on Thursday is causing some concern.

He was caught on home surveillance camera. And although the homeowner wouldn't go on camera, she says she set up the $400 surveillance system three years ago and it has served her well.

She told FOX40 it looks like the man came through from her neighbor's home, near Lothian Way, walked to her front door as if he was looking for something, went past the garage and ended up at her side gate, where you can see him trying to push the gate open -- until the cat spooked him away.

Folsom Police say someone has filed a report on the incident, and in response, they've notified officers in the area to be on the lookout.

However, even if they identify him, since they haven't seen the suspicious man actually committing a crime, they can't charge him.

FOX40 asked some neighbors if they'd seen this man, many of whom also have security systems.

One neighbor told FOX40, the same night the man was seen lurking around, her husband's new iPhone 6  was stolen out of his truck that was parked in the driveway.

Could it be the mystery man? They say they're filing a police report.
