For a time, it appeared that the music event X-Fest in downtown Modesto would not return, or at least not in the same location.
A 4-3 vote early Wednesday morning changed that notion.
After receiving a petition of about 12 local businesses who were not happy with the sometimes rowdy crowds, street closures and alleged crime the annual August event creates, city council members voted early Wednesday morning after hours of debate.
Stipulations by the council say the promoter must provide 100 more security guards - a number that will now come out to 300 - as well as keep some security on grounds for two hours after the event closes at around 1 a.m.
The 17th annual X-Fest is scheduled for August 22, with safety measures by the promoter to be in place by the end of May if the permit is to be upheld.
