Registered Sex Offender Suspected of Annoying Young Girls at Rotary Park

PLACERVILLE — The Placerville Police Department arrested a registered sex offender after reports he was allegedly annoying juvenile girls at Rotary Park.

The Placerville Police Department said they received a call regarding a suspicious man at Rotary Park. The caller said the man was not wearing a shirt and was watching young girls who were at the park on a school field trip.

Police said the man had allegedly been watching the children near the bathrooms at the park. At one point, the man allegedly went inside the girls’ bathroom and then left the park in a white truck, police said.

Witnesses were able to give police a description of the vehicle and a partial license plate number.

Officers who were on routine patrol at Lumsden Park saw a man in a truck who matched the description from the Rotary Park incident.

The man was identified as 62-year-old Kenneth Tincher, a registered sex offender from Sacramento County.

Tincher identified himself as a transient. He was arrested and booked at the El Dorado County Jail on a charge of annoying and molesting children and other narcotics related charges.

“This dangerous individual is in custody thanks to the watchful eye of parents at the park coupled with good old-fashioned police work,” Police Chief Scott Heller said.
