Congressman Tom McClintock, R-Elk Grove discusses why he voted against the House's tax reform bill.

A flat tax proponent, McClintock believes in "[leaving] no taxpayer behind" by gradually phasing out deductions.

"We never should have been forcing people to purchase insurance that they don't want and can't afford," he told FOX40.
