SACRAMENTO — Two city employees were caught doing the unthinkable—sneaking off for sex, drugs and alcohol while on the clock.

And it doesn’t stop there.

A report by the city auditor shows in 2013, the Department of Utilities workers emailed out pornographic photos and would spend up to three hours of their workday in a trailer.

At times they would buy and use cocaine and drink alcohol, according to the report. To top it off, the auditor says they claimed to work full days and sometimes logged overtime.

“This kind of thing happens,” City Manager John Shirey said. “It’s embarrassing, it’s bad, but of course if it’s city government, the light is shone on us.”

Shirey says the city took action quickly. The two employees resigned following the auditors report.

“It doesn’t matter to us if they resign or are terminated. Frankly, to us, it’s quicker if they resign,” Shirey said.

The auditor started looking into the incident after an anonymous tip to the city’s whistle blower hotline. “I was appalled, but not the least bit surprised,” said Craig Powell, president of local government watchdog group, Eye on Sacramento.

Powell added, “It is absolutely a problem with the department, its a cultural problem its a managerial problem.”

Shirey insists that’s not the case.

“I think it’s an isolated incident,” Shirey said.

The city auditor told FOX40 the Department of Utilities has been instructed to create a training program for it’s supervisors to help improve management.
