SUTTER COUNTY -- A missing Yuba City Girl has been found, while the 38-year-old man she was with has been arrested.

Sutter County sheriff's detectives tracked the juvenile to an apartment complex on the 700 block of Lincoln Road in Yuba City. That's where they arrested 38-year-old Allen Gene Turner Jr.

Inside the Vintage Place Apartments, a downstairs unit is where neighbors said Turner lives and where detectives spent hours removing evidence and towing away his car Tuesday morning.

"Never talked to him at all, I don't think I even said hi to him once," said Andrew, who didn't want to give his last name.

Andrew told FOX40 he lives in the apartment above, and he believes Turner may have lived with relatives.

Turner was arrested Tuesday morning outside of that apartment, according to Andrew, after sheriff's deputies found a missing 16-year-old girl with him. Until then, the girl's family had not seen her since she walked out of a church service near Highway 99 and Eager Road in rural Sutter County on Wednesday night.

"Now I kind of wonder if he ever had her here, I never seen her here so, I don't know," Andrew told FOX40.

Turner's now being charged with rape, unlawful sexual intercourse with a person under the age of 18, as well as other sex crimes, and concealment of a child from a legal custodian.

Two other girls, 20-year-old Aly Yeoman and 16-year-old Ariana Torres are also missing in Sutter County. That has parents and people in the neighborhood on edge.

"It's kind of scary this is one of three girls missing, hopefully we can find the other two girls, you know," said Anthony Grace, who lives in the Vintage Place Apartments.

Andrew is a father himself and said he was on the lookout for the victim who may have been staying below him.

"I looked at the picture, and I'm like, did I really see her at any point, and I never... saw her I guess... It makes you think twice," Andrew told FOX40. "If they actually find out that he did, yeah he deserves jail time."

The victim's family told FOX40 they're grateful to have their daughter and sister home tonight.

Turner denied FOX40's request for a jailhouse interview.
